WHEREAS, on September 23, 2022, the Planning Division caused a public notice display <br />advertisement concerning the proposed project to be published in a newspaper of general <br />circulation in the City, in accordance with Redlands Municipal Code and applicable Government <br />Code; and <br />WHEREAS, on October 5, 2022, the Planning Commission held duly noticed public <br />hearing on the proposed Transit Villages Specific Plan and related EIR, General Plan <br />Amendment No. 146, Zone Change No. 475, and considered the staff report, oral report, the <br />testimony and any written evidence submitted by the general public; and <br />WHEREAS, on October 5, 2022, the Planning Commission recommended to the City <br />Council approval of the Findings of Fact and Statement of Overriding Considerations and that <br />the Final EIR for the new Redlands General Plan be certified; and <br />WHEREAS, on October 5, 2022, the Planning Commission recommended to the City <br />Council approval of the proposed "Transit Villages Specific Plan" (Specific Plan No. 65), <br />General Plan Amendment No. 146, Zone Change No. 475, and rescinding the existing Specific <br />Plan No. 45 ("Downtown Specific Plan"); and <br />WHEREAS, on October 18, 2022, the City Council held a public hearing and considered <br />the staff report, oral report, the testimony and any written evidence submitted by the general public; <br />and <br />WHEREAS, on October 18, 2022, the City Council considered the proposed Transit <br />Villages Specific Plan document and related DEIR and FEIR, General Plan Amendment No. <br />146, and Zone Change No. 475, as set forth in this Resolution. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />REDLANDS AS FOLLOWS: <br />SECTION 1. CALIFORNIA ENVIRONMENTAL QUALITY ACT. As adopted and <br />certified by City Council Resolution No. 8399, the Draft and Final Environmental Impact Report <br />for the proposed General Plan Transit Village District and the Transit Villages Specific Plan <br />project have been prepared in compliance with the California Environmental Quality Act (CEQA), <br />pursuant to applicable sections of Articles 7, 8, 9 and 10 of the CEQA Guidelines. <br />SECTION 2. FINDING OF CONSISTENCY WITH THE GENERAL PLAN. The City <br />Council of the City of Redlands finds that the proposed "Transit Villages Specific Plan" (Specific <br />Plan No. 65) is consistent with the purpose, intent, and stated Polices and Actions contained in the <br />2035 General Plan (adopted on December 5, 2017). The Transit Villages Specific Plan will <br />implement the General Plan's guiding strategy and unifying principle known as the Transit Village <br />Concept contained therein. <br />SECTION 3. FINDING OF CONSISTENCY WITH THE CALIFORNIA <br />GOVERNMENT CODE.
