AN ORDINANCE OF THE CITY OF REDLANDS APPROVING ZONE <br />CHANGE NO. 475 AND AMENDING THE CITY'S ZONE MAP PURSUANT TO <br />TITLE 18 (ZONING REGULATIONS) OF THE REDLANDS MUNICIPAL CODE <br />TO IMPLEMENT THE TRANSIT VILLAGES SPECIFIC PLAN (SPECIFIC <br />PLAN NO. 65) DISTRICTS AND PROJECT AREA. <br />WHEREAS, the City of Redlands has initiated Zone Change No. 475 to amend the City's <br />official Zone Map to accommodate the proposed Transit Villages Specific Plan (Specific Plan <br />No. 65) project; and <br />WHEREAS, Ordinance No. 2947 (Zone Change No. 475) would amend the City's official <br />Zone Map of Title 18 (the City's "Zoning Ordinance") of the Redlands Municipal Code to change <br />zoning designations of numerous properties located within the Transit Villages Specific Plan <br />(Specific Plan No. 65) area, implement the Transit Villages Specific Plan (Specific P1anNo. 65), and <br />assign and implement new Specific Plan district designations contained therein; and <br />WHEREAS, on October 5, 2022, the Planning Commission held a noticed public hearing at <br />which interested persons had an opportunity to testify in support of, or opposition to, Zone Change <br />No. 475 and at which the Planning Commission considered Zone Change No. 475; and <br />WHEREAS, a Draft Environmental Impact Report (DEIR) for the proposed project and <br />Zone Change No. 475 was published on July 20, 2022, and circulated for a 45-day public review <br />and comment period beginning on July 21, 2022, and ending on September 6, 2022; and <br />WHEREAS, a Final Environmental Impact Report (Final FIR) was published on <br />September 21, 2022, with responses to comments; and <br />WHEREAS, following the public hearing on October 5, 2022, the Planning Commission <br />determined that Zone Change No. 475 would be in conformity with the 2035 General Plan, and <br />would be consistent with goals of the General Plan for retail/commercial land use districts; and, <br />WHEREAS, on October 5, 2022, the Planning Commission recommended to the City <br />Council that proposed Zone Change No. 475 be approved; and <br />WHEREAS, in accordance with Government Code section 65090, on or about October 7, <br />2022, the City Clerk gave notice by publication in a newspaper of general circulation of the holding <br />of a public hearing at which Ordinance No. 2947 (Zone Change No. 475) would be considered by <br />City Council; and <br />WHEREAS, on October 18, 2022, the City Council held a noticed public hearing at which <br />interested persons had an opportunity to testify in support of, or opposition to, Ordinance No. 2947. <br />-1- <br />I:\0rdinances\Nos 2900-2999 in Word\2947_amended_Zone map update for TVSP.docx.doc <br />
