ORDINANCE NO. 2955 <br />AN ORDINANCE OF THE CITY OF REDLANDS AMENDING TITLE 18 <br />(ZONING REGULATIONS) OF THE REDLANDS MUNICIPAL CODE, <br />CHAPTER 18.156, IMPLEMENTING NEW WAREHOUSE DEVELOPMENT <br />STANDARDS, AND AMENDING OTHER CHAPTERS OF TITLE 18 TO <br />REQUIRE A CONDITIONAL USE PERMIT FOR NEW WAREHOUSE <br />DEVELOPMENT PROJECTS, AS DEFINED, IN THE COMMERCIAL <br />INDUSTRIAL (C-M), LIGHT INDUSTRIAL (M-1), GENERAL INDUSTRIAL <br />(M-2), AND INDUSTRIAL (I-P) ZONING DISTRICTS. <br />WHEREAS, Ordinance No. 2955 (Ordinance Text Amendment No. 365) would amend <br />Chapter 18.156 (Development Provisions for Specific Uses) of Title 18 (the City's "Zoning <br />Ordinance") of the Redlands Municipal Code to implement new development standards for <br />warehouse development projects, as defined, and to amend the list of permitted and conditionally <br />permitted uses in the Commercial Industrial (C-M), Light Industrial (M-1), General Industrial (M- <br />2), and Industrial (I-P) zones to require a Conditional Use Permit for new warehouses, as defined; <br />and <br />WHEREAS, on December 13, 2022, the Planning Commission held a noticed public <br />hearing at which interested persons had an opportunity to testify in support of, or opposition to, <br />Ordinance Text Amendment No. 365 and at which the Planning Commission continued the public <br />hearing to January 24, 2023; and <br />WHEREAS, on January 24, 2023, the Planning Commission held a continued public <br />hearing at which interested persons had an opportunity to testify in support of, or opposition to, <br />Ordinance Text Amendment No. 365 and at which the Planning Commission considered <br />Ordinance Text Amendment No. 365; and <br />WHEREAS, the proposed Ordinance No. 2955 is exempt from environmental review in <br />accordance with Sections 15061(b)(3), 15308, and 15378(b)(5) of the California Environmental <br />Quality Act Guidelines; and <br />WHEREAS, following the public hearing on January 24, 2023, the Planning Commission <br />determined that Ordinance Text Amendment No. 365 would be in conformity with the 2035 <br />General Plan, and would be consistent with goals of the General Plan for transportation, <br />connectivity, compatibility and harmonious relationship of different land uses, and energy <br />sustainability; and <br />WHEREAS, on January 24, 2023, the Planning Commission recommended to the City <br />Council that proposed Ordinance No. 2955 be approved; and <br />WHEREAS, in accordance with Government Code section 65090, on or about March 24, <br />2023, the City Clerk gave notice by publication in a newspaper of general circulation of the holding <br />of a public hearing at which Ordinance No. 2955 would be considered by City Council; and <br />1 <br />I:\Ordinances\Nos 2900-2999 in Word\2955_clean_Warehouse dev_standards_and CUP_required.docx <br />
