WHEREAS, on February 21, 2023, the City Council held a noticed public hearing at which <br />interested persons had an opportunity to testify in support of, or opposition to, Ordinance No. 2955. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDLANDS DOES <br />ORDAIN AS FOLLOWS: <br />SECTION 1. California Environmental Quality Act. The proposed Ordinance Text <br />Amendment does not require environmental review in accordance with Sections 15061(b)(3), <br />15308, and 15378(b)(5) of the California Environmental Quality Act Guidelines. Pursuant to <br />Section 15378(b)(5) of the California Environmental Quality Act ("CEQA"), this proposal is an <br />organizational or administrative activity of the City that will not result in direct or indirect physical <br />changes in the environment, and therefore not a project. Additionally, pursuant to CEQA <br />Guidelines Section 15061(b)(3), this proposal is exempt from CEQA review because there is no <br />possibility that the zoning code amendment may have a significant effect on the environment, <br />insofar as it would impose additional construction and operational requirements on certain <br />warehouse and distribution facilities within the City. Furthermore, even if the proposal is <br />considered a project, the proposed zoning code amendment is categorically exempt under CEQA <br />Guidelines Section 15308, because it is clear that it will not create an environmental impact and <br />the action will assure the maintenance, enhancement, or protection of the environment through the <br />adoption of regulations and development standards on such warehouse and distribution facilities. <br />Accordingly, no further environmental review is necessary. <br />SECTION 2. Chapter 18.156 of the Redlands Municipal Code, entitled "Development <br />Provisions for Specific Uses," is hereby amended to add Article XII. Warehouses and Logistics <br />Distribution Centers, to read as follows: <br />"ARTICLE XII. Warehouses and Logistics Distribution Centers <br />18.156.900: DEFINITIONS: <br />A. Warehouse means warehouse/distribution facilities primarily used for the storage <br />and/or consolidation of manufactured goods before their distribution to retail locations <br />or other warehouses. Warehouse/distribution centers are fifty thousand (50,000) square - <br />feet or more in gross floor area or contain six (6) or more truck docks or dock high <br />loading doors. They are characterized by dock high loading doors and could be on <br />opposing sides of the building (cross dock facility); may include grade -level loading <br />doors; interior clear heights a minimum of 28 to 36 feet to ceiling for the warehousing <br />floor area; significant movement and storage of products, materials, or equipment; may <br />include receiving, sorting, re -packaging, and/or re -distribution; truck activities <br />frequently outside of the peak hour of the adjacent street system; and need freeway <br />access. This definition excludes facilities owned and operated by a government agency <br />or any public or private utilities. Warehousing and distribution facilities include, but are <br />not limited to, the following types of uses: <br />• Warehousing distribution/high cube distribution centers <br />• Parcel delivery terminals or truck terminals <br />• Parcel sorting and distribution facilities <br />2 <br />I:\Ordinances\Nos 2900-2999 in Word\2955_cleanWarehouse_dev_standards_and_CUP_required.doex <br />
