Vote: 4 - 0 Passed <br />Resolution No. 8493 Updating Authorized Signers <br />On motion of Council Member Mario Saucedo, seconded by Council Member Jenna <br />Guzman -Lowery, the City Council unanimously approved, by roll call vote, Resolution No. <br />8493 updating the Authorized Signers on all accounts held with U.S. Bank, N.A. and <br />Rescinding Resolution No. 8279. <br />Vote: 4 - 0 Passed <br />COMMUNICATIONS <br />Resolution No. 8505 Denouncing Intolerance <br />Council Member Saucedo opened the discussion surrounding Resolution No. 8505, <br />denouncing intolerance and encouraging respect, inclusivity, compassion and hospitality. <br />He pointed out the City had seen an uptick in instances of hate and harassment in the <br />community and this resolution was the result of his desire to respond to hate crimes and <br />combat extremism. He added the way to stop hatred was to come together as a community. <br />As public comment, Steve Rogers said the general intent of the resolution was positive, but <br />he thought the approach was backwards and the Council should be subscribing to this <br />behavior themselves, not mandating it for the residents. He strongly suggested the Council <br />consider adopting a code of conduct and ethics policy for all employees, including <br />themselves. Council Members Davis and Guzman -Lowery both agreed this was a good <br />start to combat hate, but they were hoping to see this paired with actionable items. <br />On motion of Council Member Jenna Guzman -Lowery, seconded by Council Member <br />Mario Saucedo, the City Council unanimously adopted, by roll call vote, Resolution No. <br />8505 denouncing intolerance and encouraging respect, inclusivity, compassion and <br />hospitality. <br />Vote: 4 - 0 Passed <br />NEW BUSINESS <br />City Manager's Employment Agreement <br />Assistant City Manager McConnell reviewed the Amended and Restated City Manager <br />Employment Agreement between the City and Charles M. Duggan, Jr. The agreement <br />proposed several terms as identified in the staff report, including a seven percent (7%) <br />increase to his salary, beginning July 1, 2023; a two percent (2%) increase to his salary <br />beginning July 1, 2024; and a two percent (2%) increase to his salary over the prior year <br />beginning July 1, 2025. As public comment, Steve Rogers questioned the timing of the <br />new contract and thought it premature since all of the City's bargaining units had not <br />agreed to terms. Bruce Laycook stated that in all his dealings with City Manager Duggan, <br />he found him to be extremely knowledgeable and professional in every way.
