NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDLANDS DOES <br />ORDAIN AS FOLLOWS: <br />SECTION 1. California Environmental Quality Act. The proposed amendment to certain <br />text of the Transit Villages Specific Plan (Specific Plan No. 65) does not require environmental <br />review in accordance with Section 15061(b)(3) of the California Environmental Quality Act <br />("CEQA"). Pursuant to CEQA Guidelines Section 15061(b)(3), this proposal is exempt from <br />environmental review because there is no possibility that the specific plan amendment may have <br />a significant effect on the environment, insofar as it would make a minor modification to the text <br />of the existing sign regulations and emergency shelter standards contained in the Transit Villages <br />Specific Plan. <br />SECTION 2. Chapter 4 (Development Code) of the Transit Villages Specific Plan <br />(Specific Plan No. 65), Section 4.9 entitled "Sign Standards," subsection (F)(6) entitled "Wall <br />Sign," is hereby amended to read as follows: <br />"a. Definition. A sign painted or applied directly to the wall, typically above the <br />storefront or more creatively as approved by the City. This type consists of a single <br />panel or individual letters and/or logo and does not include cabinet signs. This type of <br />sign is intended for viewing from across the street, along the sidewalk, or from an <br />internal plaza or pedestrian passageway. <br />b. Design Standards <br />i. Maximum one wall sign per business along frontage. In multi -tenant buildings, <br />only businesses with ground floor frontage along the sidewalk, internal plaza, <br />or pedestrian passage shall be allowed a wall sign. <br />ii. Wall signs shall be located above the storefront and at least 12 inches from any <br />eave, edge of building, or top of parapet. <br />iii. Maximum thickness of sign as measured from the wall shall not exceed four <br />inches. <br />iv. Minimum of 24 inches between the sign and any windows or doors. <br />v. Internal illumination is permitted for signs on buildings not designated as a <br />historic resource. <br />vi. For designated historic buildings, if illuminated, external illumination is <br />required and shall be mounted to maintain visual integrity of the sign. <br />vii. Wall sign square footage shall not be transferred to other businesses or other <br />building frontages. <br />viii. Cabinet signs or replaceable face signs are prohibited. <br />ix.
