(k) Grade - Is the elevation of the nearest public sidewalk
<br />adjoining the property upon which a billboard, sign or building is erected
<br />or the natural surface of the ground supporting a billboard, sign or build-
<br />ing, whichever is the lower surface.
<br />(1) Ground Sign Shall mean a billboard, or sign which is
<br />supported on one or more poles, uprights, standards or brac.es in or upon
<br />the ground.
<br />(m) Inspection Department - Shall mean the Building Division .
<br />and Electric Division of the Inspection Department.
<br />"(n) Licensed -Engineer d Is one who has passed the examinations
<br />given by the State Board of Registration of Civil Engineers and who holds
<br />a certificate from such Board authorizing him to practice civil engineer-
<br />ing in the State. A structural Engineer is one who holds a Civil
<br />Engineer°s Certificate and has also been authorized by the Board to use
<br />this title.
<br />(o) Marquee m A marquee is a permanent roofed structure
<br />attached to and supported by the building and extending beyond the outer
<br />walls of a building either on private property, beyond a setback line or
<br />over public property.
<br />(p) Parapet Wall - Is that part of any wall entirely above
<br />the roof or eave line.
<br />(q) - Person @ Means and includes an individual; a receiver, a
<br />trustee; a co -partnership; joint adventurers; a firm; an unincorporated
<br />association; a syndicate, a club; a society; a trust; a private corp-
<br />oration; a public corporation; a municipal, county, State or Federal
<br />agency, a board or commission; a water district; a utility district;
<br />a political subdivision; and a drainage, irrigation, levee, reclamation,
<br />flood control or water conservation district, whether acting for himself
<br />or itself, or in any representative capacity.
<br />(r) Place - As used in this Section, shall mean erected,
<br />constructed, posted, painted, printed, tacked, glued, stuck, carved or
<br />otherwise fastened, fixed or made visible in any manner whatsoever.
<br />(s) Projecting Sign ,t, Shall mean a sign other than a wall
<br />sign projecting from and supported by a wall or wall and roof of a
<br />building or structure.
<br />(t) Roof Sign - Is a billboard or sign erected upon or
<br />above the roof of any building.
<br />(u) Setback Line - Is that line established by ordinance
<br />beyond which no building, wall, fence, billboard, sign or other
<br />structure, except as permitted by ordinances of the City of Redlands,
<br />may be erected or constructed.
<br />(v) Sign - Shall include all outdoor advertising on any card,
<br />cloth, paper, plastic, metal, glass,, wooden or stone materials and any
<br />and all devices, structural or otherwise,.lighted or unlighted, painted
<br />or not painted, attached to, made.a part of or placed in the window of,
<br />in the front, rear, sides or top of any structure and visible from any
<br />public or private street, way, thoroughfare, alley, or walk, which
<br />device announces. or directs attention to the name or nature of a business,
<br />occupant of a structure, building. or land or the nature or type of goods,
