All semiannual license fees shall become due and payable on Januaryl and July I of each year, unless otherwise provided. Semiannual license periods are defined as the periods January 1 through June 30 and July I through December 31 of each calendar year." Section 5. Chapter 5.04, titled "BUSINESS LICENSES GENERALLY," Section 5.04.410 is hereby amended to read as follows: "5.04.410: PAYMENT; ANNUAL WHEN UNSPECIFIED: All licenses in this chapter and chapter 5.08 of this title unspecified are payable annually. unless otherwise provided." Section 6. Severability. If any section, sentence, clause or phrase of this ordinance or the application thereof to any entity, person or circumstance is held for any reason to be invalid or unconstitutional, such invalidity or unconstitutionality shall not affect other provisions or applications of this ordinance which can be given effect without the invalid provisions or application, and to this end the provisions of this ordinance are severable. The City Council of the City of Redlands hereby declares that it would have adopted this ordinance and each section, sentence, clause or phrase thereof, irrespective of the fact that any one or more section, subsections, sentences, clauses or phrases be declared invalid or unconstitutional. Section 7. The Mayor shall sign this ordinance and the City Clerk shall certify to the adoption of this ordinance and shall cause it, or a summary of it, to be published once in a newspaper of general circulation within the City and thereafter this ordinance shall take effect as provided by law.
