All semiannual license fees shall become due and payable on Januaryl and July I of each year, <br />unless otherwise provided. Semiannual license periods are defined as the periods January 1 <br />through June 30 and July I through December 31 of each calendar year." <br />Section 5. Chapter 5.04, titled "BUSINESS LICENSES GENERALLY," Section <br />5.04.410 is hereby amended to read as follows: <br />"5.04.410: PAYMENT; ANNUAL WHEN UNSPECIFIED: <br />All licenses in this chapter and chapter 5.08 of this title unspecified are payable annually. unless <br />otherwise provided." <br />Section 6. Severability. If any section, sentence, clause or phrase of this ordinance or <br />the application thereof to any entity, person or circumstance is held for any reason to be invalid <br />or unconstitutional, such invalidity or unconstitutionality shall not affect other provisions or <br />applications of this ordinance which can be given effect without the invalid provisions or <br />application, and to this end the provisions of this ordinance are severable. The City Council of <br />the City of Redlands hereby declares that it would have adopted this ordinance and each <br />section, sentence, clause or phrase thereof, irrespective of the fact that any one or more section, <br />subsections, sentences, clauses or phrases be declared invalid or unconstitutional. <br />Section 7.
