ORDINANCE NO. 2991 <br />AN URGENCY ORDINANCE OF THE CITY OF REDLANDS <br />ADOPTING IMMEDIATE CODE TEXT AMENDMENTS TO TITLE 15, <br />CHAPTER 15.32, OF THE REDLANDS MUNICIPAL CODE <br />RELATING TO FLOOD DAMAGE PREVENTION AND FLOODPLAIN <br />MANAGEMENT; AND DECLARING AN URGENCY FOR THE <br />PURPOSE OF PROTECTING THE PUBLIC HEALTH, SAFETY, AND <br />GENERAL WELFARE FOR PERSONS AND PROPERTIES WITHIN <br />THE CITY OF REDLANDS. <br />WHEREAS, on September 20, 2016, the City Council of the City of Redlands adopted <br />Ordinance No. 2837 updating Title 15, Chapter 15.32 (Flood Damage Prevention), of the <br />Redlands Municipal Code; and <br />WHEREAS, the City of Redlands desires to update Title 15, Chapter 15.32 (Flood <br />Damage Prevention), of the Redlands Municipal Code to align with current applicable State <br />and/or Federal guidance and regulations; and <br />WHEREAS, the City of Redlands maintains current eligibility and participation in the <br />National Flood Insurance Program; and <br />WHEREAS, immediate adoption of certain necessary updates to Redlands Municipal <br />Code Title 15, Chapter 15.32 (Flood Damage Prevention) by October 30, 2025, is necessary to <br />maintain current eligibility for the National Flood Insurance Program; and <br />WHEREAS, should the City of Redlands lose its participation in the National Flood <br />Insurance Program, such loss of insurance will result in loss of community eligibility for <br />discounted flood insurance under the National Flood Insurance Program, and therefore, present <br />an immediate threat to the public health, safety, and welfare of persons and properties within the <br />City; and <br />WHEREAS, California Government Code section 36937 authorizes the City Council to <br />introduce and adopt an ordinance it declares to be necessary as an urgency measure to preserve <br />the public peace, health, and safety at one and the same meeting if passed by at least four -fifths <br />(4/5) vote of the City Council; and <br />WHEREAS, the City of Redlands is in compliance with the procedural requirements of <br />California Government Code section 36937 pertaining to the adoption of this Urgency <br />Ordinance; and <br />WHEREAS, the City Council of the City of Redlands makes the following findings <br />regarding the purpose and intent of this urgency ordinance: <br />A. The National Flood Insurance Act of 1968 was enacted by title XIII of the Housing & <br />Urban Development Act of 1968 ("Act") to provide previously unavailable flood <br />insurance protection to property owners in flood -prone areas.
